It’s part of your normal sexual response cycle. After ejaculating your body goes through the "resolution stage" when your blood pressure, heart rate, and muscles return your body to its relaxed pre-sex state. Most relevant to your question, the nerves that triggered your orgasm are recovering from their intense trip. Your brain signals your penis to react by feeling supersensitive for a brief period of time. Next, during your “refractory period,” your penis regains normal sensitivity, but you can’t get another erection, and often nap.
